Concept for a railway across the North Sea

This would have had a gauge of 14 feet and would have run on rubber tyres not unlike some of the Paris Metro lines. However each axle was provided with six tyres in groups of three, and there were many axles on what looked something like a railcar with a driving cab at each end. As the Chairman remarked in commenting on each model and its builder, perhaps the first station would be ‘Dogger Bank?
