I wonder if Norman started writing this letter but decided to move to regular paper for his request?

The paper has a heavy brown-ish colour cast owing to its age. May I enquire if any of the remaining pages in the writing pad, are less affected by this "foxing" process?

I ask because it would be nice to get an idea of the paper's original shade/hue, so a restoration could be attempted in software, by removing its present colour cast.

Also, is anything more known about Norman's Meccano modelling?

Good point Michael, I see that now that you point it out! I will append my description accordingly.

My impression is that the letter is not addressed to Norman's sister, but to a supplier of Meccano spare parts.

Instead of "Dear Sis" I think the salutation is "Dear Sirs".

If Norman was writing to his sister, I think it unlikely that he would feel the need to put his address in full at the top right corner, nor adopt so businesslike a tone in his writing!
